Wednesday morning in Norfolk feels heavier than usual. Police are scrambling to find 4-year-old Kai Foreman, who vanished on Monday following a deadly shooting. Authorities have issued an AMBER Alert, and every second counts. Here’s what we know—and don’t let any of it slip by.
Police say a shooting broke out around 11:40 a.m. Monday in the 900 block of East Liberty Street. When officers responded, tragically, they found a woman had been shot multiple times. She was pronounced dead at the scene. We don’t yet know who she was or how she was connected to what happened next.
During that chaos, 4-year-old Kai was allegedly abducted by 27-year-old Tyli Nekah Scott. Officials emphasize he is in “extreme danger.” Scott, they say, is armed and dangerous—and this was no random crime.

“We believe that this was a targeted event. It wasn’t random by any stretch of the imagination,” Norfolk Police Chief Mark Talbot told reporters.
Here’s how they describe the pair:
Kai Foreman: About 3’6″, weighing 40 lbs. He has black hair and brown eyes. At the time of the abduction, he was wearing a gray and black True Religion shirt, black (or possibly blue) basketball shorts, and bright red Crocs.
Tyli Nekah Scott: Standing roughly 6’1″, weighing 173 lbs, brown eyes, and small black braids. He was last seen in khakis, a plaid shirt, and wearing a ski mask.
Police say the two left on foot and that Scott and Kai know each other, though the nature of their relationship is unclear.
The AMBER Alert went out at about 2:41 p.m. Monday. As of early Tuesday, it was still active. The FBI and Virginia State Police are backing Norfolk PD in the search.
